How to get
This is given to you as soon as you enter the Bell Tower. You first get access to this location from using the Bolt Cutters to cut down the two scaffolding's at The Church. If you cut down the first scaffolding before you have diverted power to the dam, an alarm will go off summoning the creature to the left of the area where the 1st scaffolding falls. You can get by this creature if you run fast enough. Anyone can get this clue, but only Anita can finish it.
