How to get
This is located outside, on the West side of The Church. You will need the Bolt Cutters to cut down the chains holding the two scaffolding's in place at The Church. If you cut down the first scaffolding before you have diverted power to the dam, an alarm will go off summoning the creature to the left of the area where the 1st scaffolding falls. You can get by this creature if you run fast enough. The 2nd scaffolding is located on the outside of the 2nd floor of The Church, right above the area where the 1st scaffolding fell.
